Check Fixture Design For Sheet Metal Part

Looking for some input.

We have a flat sheet metal part with some window features that we then weld threaded studs onto. The location of the studs are dimensioned X-Y from the same datum window. Unfortunately it is not dimensioned geometrically and the customer isn't interested in doing so.

Our engineers have designed some whole part go/no go gages ( stud location-datum window only) but they have never worked. Our 'solution' has been to heavily sample on a cmm, not where we want to be.

When something like this is dimensioned straight up instead of using GD&T I am wondering if we are going the wrong route. Would like to know if anyone has encountered like problems and what kind of solutions they've come up with.
