Is a Training Matrix Enough to cover ISO requirements?

As many have said you need to be able to prove competence and conducting training is a part of that. If you record the training provided and when a Supervisor deems someone competent that should suffice for Certification needs.

However, there is a risk associated with doing only this.

If an issue occurs and calls into question the competence of personnel, then one of the first questions is what training did they receive. At that point you'll be grateful for a structured and documented training schedule and a list of the elements the Supervisor assesses competence against. Both items are essentially business IP. They ensure that all staff receive the same training and meet the same competence requirements whoever provides the training or competence assessment.
