Monitoring and Control Instruments

Directive 2011 and 2015 have temporary exemptions for Cat 9 monitoring and control instruments that expire July 22, 2021 but where is "monitoring and control instruments" defined? What kind of equipment falls into this category?

This is on page 92 of Directive 2011-65-EU.

Sorry but telling me that "monitoring and control instruments’ means monitoring and control instruments" doesn't tell me anything. Is a piece of pharmacy lab equipment that selects and measures out portions of different solutions a "monitoring and control instrument"?
