Yes, you are correct! But some organizations take a lot of time to complete their document reviews, implement, and publish the changes.....

I knew about this "should" thing for a long time...but where do you go?

Hey don't be so critical, cause Ford did'nt change the revision status, so you just have to change the document and you fine.
It shouldn't be a problem that nobody can follow up the changes from the Nov'06 to the first issue of Feb'08 revision, or??

It shows again that the OEM are not certified to ISO/TS.
