If true, that would be a really bonehead reason cooked-up by the military, IMO. Manage it? Drop it in the bank, or 20 different banks, maybe hire a tax attorney/accoutant to do your taxes. What else is there to "manage" it? So you might not have the time to research stocks or bonds or mutual funds yet, but you won't lose it.
Oh to have such "problems"....
