Common sense and the standards (ISO 9001 and AS9100) allow for discretion when deciding if nonconforming products should be followed with a corrective action, or not. The customer rep. is mistaken to infer that every instance of nonconforming product should be treated with corrective actions. And you must attempt to convince him accordingly; otherwise they will end up micromanaging your system.

This is very a good point Sidney; What quality people need to be alert to; is a spill over from safety where the notion is that every incident, accident whatever the terminology is, must be investigated and some corrective action taken. This notion is in direct contrast with the priniciples of quality as in SPC where any events that fall between the UCL and LCL are not investigated.

The reason things are done in safety the way they are is because of the way Heinrich applied the 80-20 rule. He reckoned that 80% of things that go wrong is the fault of the worker. This comes out loud and clear in behaviour based safety.

I suspect that the OPs customer is trying to apply Heinrich ideas to the OPs issues.

Quality people must hold the line on stopping Heinrich ideas from being applied to quality management.
