AS9100D makes no mention of anything related to work instructions.
AS9100C did mention work instructions as part of production under controlled conditions in 7.5.1 b where it says "availability of work instructions, as necessary"
AS9100D 8.5.1 (the roughly equivalent to the old 7.5.1) makes no mention to work instructions.
As mentioned in the post above, AS9100D 7.5.1, deals with documented information. As he mentioned, work instructions are not included there either.
Think of the stuff in his link as guidance, not requirements. That comports with AS9100D 7.5.1 where it tells you that you must have documented information when the standard requires it, and you get to chose what if any additional documented information would benefit your organization.
Keep in mind that a customer may require work instructions for stuff under their control, and if they do, you must do it.
