I did not receive the assessment plan where is shows the audit area and times to be audited yet as we have only 20 days left for the recertification audit. Any insight on this as it looks odd?

Ain't going to happen that late in the game. Look at your expiration date, what is it? If you're clean right now (no NC's), and you're fast you might be able to do a transfer but I doubt it.
How do you know how long before the recertification audit is scheduled for in relation to the certificate expiry date? The poster is complaining about the lack of an audit plan 20 days prior to the beginning of the audit. The recourse is to complain to the auditor’s line manager. But very few people feel at ease complaining about the lack of professionalism of an auditor that can write them up.

Future audit dates is a great thing to address during the audit.
FWIW, I sent a registrar a supplier corrective action request for sending our renewed certificate late. I didn't get anywhere, but I sent it, and showed it to the new auditor on the next visit.
Does anyone know if there is a universal guidelines as to how fast after a relocation or move a post-move verification audit should be carried out by the registrar? What do you consider a reasonable time frame?

There is no such a thing as there are too many variables. In principle, once the certified site has relocated, the certificate’s validity is in limbo, as the physical address is one of the identifiers. So, the registered organization also has an incentive to get the certificate reissued soon.

As well as the above comments, it also depends how far in advance the notification to the Registrar was given, and what discussions occurred about how long the move would take, what self-control there would be over goods being moved etc etc
